As much as ICF should be raked over the coals, why can Gov. Blanco not authorize the direct release of money to Lousiana citizens as was done in Mississippi? Instead of waiting for ICF to get things straight and waste more money in the process, Blanco is screwing things up even more. It's her fault as much as the people she hires to do things her way.
